What are the current support programmes for emerging tourism entrepreneurs?
The municipality has allocated funding to support new and emerging tourism enterprises. The funds can be accessed by submitting a proposal/business plan when a call for submission of such documentation is issued by the municipality. The call for submission of funding proposals is normally advertised on Grocotts Mail. Furthermore notices are circulated by Ward Councillors and posted on the municipal notice boards. The municipality has also produced a booklet contain tourism support services that can be accessed nation wide.
What are the programmes for the 2013/14 financial year?
1. The Creative City Project is going to be rolled out in the 2013/14 financial year. To this end a business plan has been developed and a Project Steering Committee established.
2. The crafters training programme will be rolled out and a marketing brochure will also be produced.
3. The municipality will facilitate the registration of Kwam eMakana as a legal entity and further assist with the formulation of a business plan.
4. A partnership has been established with the Albany Museum to roll out a tourism internship programme where 6 unemployed tourism graduates will be recruited and placed at the Albany Museum for a period of 12 months. The Interns will be paid stipends on a monthly basis.
5. Funding has been set aside to support SMMEs in tourism and community based tourism projects. 6. The Egazini heritage site is being developed into a tourist attraction and will be formally declared as a national heritage site in September 2013.
7 Lastly tourism information signs will be installed at various strategic points including Kwam eMakana information board.
What can I do to get my tourism business marketed?
You need to register with Makana Tourism. A annual membership fee is charged and your business will be included in their marketing materials and a website.
What is the municipality doing to promote township tourism?
The municipality has produced a tourism marketing guide to make sure that there is a spread of tourists that visit the Makana municipal area. The municipality is has also supported Kwame eMakana with a promotional map and various other promotional items. Various training and capacity building programmes has been rolled out targeting Kwam eMakana. In the 2013/14 financial year a Kwam eMakana information billboard will be erected at the corner of Dr Jacob Zuma Drive and Mandela Street. The municipality would like to encourage community members who want to start up tourism businesses or community based projects to call at the LED Directorate’s office for advice and technical assistance.

What should I do before starting a business?

How much does it cost to register a business?
In order to register a private company, the applicable cost is R175.00. In order to access business registration forms visit: www.cipc.gov.za or the SMME office at the LED and Development Planning Directorate.
Do I need a license to start a business?
If your business is involved in the following activities:
• Preparation of food stuff and
• Entertainment
You will need a trading certificate from the municipality which cost R25.00 and in addition for a business which is involved in food preparation, you will need a certificate of acceptability which cost R30.00
Do I need to register a business?

Where can I get funding for my business?
The municipality does not provide funding for small business. The other institutions mandated by government to assist small business with funding. The following institutions can be contacted, ECDC, IDC, Sefa, Department of Social Development etc. For referrals to these insututions you can contact the municipality.
What forms of business can I register for?
The different profit companies you can register are private and public companies. By far the most common category is the private company, which is closely held by a few private shareholders.
The advantage of a private company is that it is subject to less administrative and governance “burdens” than a public company, for example it need not have its annual financial statements audited (unless it is a large private company, depending on its public interest score in terms of the Companies Regulations), it need not have an audit committee or a company secretary.
However a public company is able to offer its shares to the public, thereby raising capital in this way, whereas the transfer of shares of a private company is restricted and it may not offer its shares to the public.

What should I know about a Co-operative before registering one and how do I go about it?
A co-op is a business that is jointly owned and controlled by members. The common underlying principles of a co-operative business is joint-ownership, common objective and equality. Co-operatives are registered under the Co-operative Act of 1981. The municipality, Department of Social Development and Department of Rural Development and Agricultural Reform can also assist with co-operative registration. The applicable fees for co-operative registration are:

Compliance is based on the size of the business which is determined by turnover. The Codes provide for three levels of compliance based on the size of a business:
•Exempted Micro Enterprises (EMEs) are businesses with an annual turnover of less than R5 million. EMEs are exempt from BEE requirements. No matter what their ownership status (they can be 100% white)
•Qualifying Small Enterprises (QSEs) are businesses with an annual turnover of less than R35 million.
•Medium to large enterprises (M&Ls) Medium to large enterprises with an annual turnover of more than R35 million.
